This big city is wholly built, all the residential lots as well as the community ones, but there is plenty of room in the empty buildings and in the fields all around the city, to place the venues from all EPs, even a nice river and a gorgeous lake to place a diving lot or a houseboat from IP, though this is a basegame compatible world.
