Tulsa and Artie grew up in the same small town. Artie doesn't have much in the way of ambition, but he is a perfectionist and perceptive with a good sense of humor. He sensibly wants to be a private investigator, but there is not much to investigate in his home town. Tulsa has big dreams. Raised on a ranch a thousand miles from the ocean, she wants to be a life guard and surfer. Can her determination take this odd couple out of dullsville and to a tropical paradise?
